The principle fits in one sentence

Play inside their delivery zone, pick-up included
Delivery in a Member State they serve, or collection at a location they offer: in those written cases, your conditions are a local customer's. A pick-up point on your route is often worth a 35 € gap.

Know the first limit: nobody is obliged to deliver to your country
The Regulation aligns conditions, it does not extend delivery zones. It is the purchase without cross-border delivery that gives you the same prices and offers as residents. Demanding home delivery is not a right.

Know the second: prices may differ between countries
Different conditions and prices per Member State remain allowed, if offered on a non-discriminatory basis to the customers of a territory. Your right is to ACCESS the local conditions in the written cases, not to demand one single European price.

Defend your card and your account, wherever they sit in the Union
Within the accepted means of payment, neither the country your card was issued in nor the location of your account can justify a refusal or different conditions, once authentication is fulfilled and the currency accepted.

Know where copyright begins
Services whose main feature is access to protected works, streaming, music, e-books, are excluded from the access article. For your subscriptions when travelling, the portability Regulation takes over.

Every country has its practical assistance body and its enforcement bodies, and the measures against infringements must be effective, proportionate and dissuasive. Your report documents a practice, not just your receipt.

The version of the site that YOU choose
Blocking or limiting your access to an online interface for reasons related to your nationality or place of residence is forbidden, and redirecting you to another version requires your explicit consent. Even redirected with your consent, the version you wanted must remain easily accessible.

The same conditions as a local customer, in the written cases
To buy goods delivered in a Member State where delivery is offered, or collected at an agreed location, the general conditions of access may not differ according to your nationality, residence or place of establishment. Pick-up on the spot is the key that opens the local price.

A payment its geography cannot disqualify
Within the means of payment it accepts, the trader may not apply different conditions because of your nationality, your residence, the location of your account, your payment provider or the place of issue of your card within the Union, once the transaction is electronic, authentication is fulfilled and the currency accepted.

Online and on-premises services: at local prices
Electronically supplied services, such as cloud services or website hosting, and services consumed at the trader's premises, amusement park, hotel, car rental: you are entitled to the same prices as local buyers.

A practical assistance body in every country
Each Member State designates one or more bodies responsible for providing practical assistance to consumers in a dispute with a trader arising from this Regulation. The cross-border dispute is provided for by the text, counter included.
